Popeye Crash VIDEO: Woman, child run to avoid vehicle driven by Philip Brown

The Florida Highway Patrol released the video Tuesday from the incident that left five people hurt after a Lynx Vanpool crashed into the restaurant at 5245 W. Colonial Dr. Nobody had life-threatening injuries, according to troopers.

Florida Highway Patrol said the driver of the Vanpool vehicle ran a red light and hit a Ford Focus that was turning into the Pine Hills plaza. The Vanpool vehicle then careened into the Popeye’s.

Philip Reynaldo Brown, 26, was charged with DUI with serious bodily harm, driving with a suspended license and failure to obey a traffic control device.

A Vanpool allows a group of people who live and work near each other to commute to work using a van rented from Lynx. Lynx drivers do not operate the vehicles.

According to an arrest report, Brown screamed and used profanity at police officers and other law enforcement officials who tried to attend to him at the crash scene.

Investigators said they could smell alcohol on his breath, he had slurred speech when he spoke and had difficulty opening his eyes. The report also said that Brown’s eyes were glassy and bloodshot, and that he could not maintain his balance.
Brown refused to perform any field sobriety exercises and would not answer any of the investigators’ questions.

Officials said when Brown was transported to the Orange County Breath Testing Facility, he fell asleep several times during an observation period.

A warrant was obtained to draw blood from Brown and it was placed into evidence.
