Dozens of people gathered for protests in southwest Philadelphia, where a weekend fire killed four children and consumed a stretch of row houses.
Fire dispatch records show several factors affected a timely response to the fire.
The fire department’s response is now the focus of demonstrations in the neighborhood. Several people were reportedly detained after protesters blocked a ladder truck at a fire station and police officers pushed back a crowd.
