Tamir Rice Cop Was Judged Unfit for DutyCleveland police officer Tim Loehmann, who shot and killed who shot 12-year-old Tamir Rice, was judged unfit for duty by his previous department, new documents released Wednesday show. Loehmann had “dismal” handgun skills and was described his as “distracted” and “weepy” during firearms qualification training. “He could not follow simple directions, could not communicate clear thoughts nor recollections, and his handgun performance was dismal,” the letter written by Independence, Ohio Police Deputy Chief Jim Polak said. Polak’s letter ultimately recommended that the Independence police ditch Loehmann. “I do not believe time, nor training, will be able to change or correct the deficiencies,” Polak stated in the letter. Loehmann was later hired by Cleveland police.
