Last October, Google silently rolled out “SafetyCore” to Android devices running version 9 or later through a system update. The feature occupies approximately 2GB of storage space and operates invisibly in the background.

The first practical application of this technology has emerged in Google Messages, where it can automatically detect and blur potentially explicit images. When such content is identified, the app warns that “this image may contain sensitive content that could be harmful” and provides options to view or block.
For children’s accounts, this feature is enabled by default, while adult users can choose whether to activate it.
Privacy Advocates Sound the Alarm
Despite Google’s assurances about on-device processing, privacy experts remain concerned about both the technology itself and the manner of its deployment.
GrapheneOS, an Android security developer, acknowledged that SafetyCore “doesn’t provide client-side scanning used to report things to Google or anyone else,” but criticized the lack of transparency: “It’s unfortunate that it’s not open source and released as part of the Android Open Source Project and the models also aren’t open let alone open source.”
The Hacker News reports that “client-side scanning (CSS) is seen as an alternative approach to enable on-device analysis of data as opposed to weakening encryption or adding backdoors to existing systems. However, the method has raised serious privacy concerns, as it’s ripe for abuse by forcing the service provider to search for material beyond the initially agreed-upon scope.”
Google’s Future Plans: Beyond Messages
While Google Messages represents the first application of SafetyCore technology, industry observers anticipate expansion to other Google services. The company has not publicly detailed its roadmap for SafetyCore, but the infrastructure could potentially be leveraged across Google’s ecosystem.
“The question now is what comes next,” notes Forbes. “And the risk is that the capability is being introduced at the same time as secure, encrypted user content is under increasing pressure from legislators and security agencies around the world.”
